Weber State defines an employee as an individual employed by or performing work for the University in a capacity other than as an independent contractor. Employees must be United States Citizens, resident aliens or possess visas permitting them to work. Within 72 hours of beginning service, you must present appropriate documents to the Human Resource Department to verify your employment eligibility and identity. The Immigration Service requires an I-9 form be completed during the sign-up process. The I-9 form is the official document used to verify citizenship and/or immigration status.
 
Employee definition:
  • Salaried Employee - an employee paid on the salaried payroll and eligible for benefits.
  • Non-Salaried Employee - an employee paid for hours worked or by project who does not qualify for benefits.

The Payroll Office supervises the central processing of payroll information, including time sheet coordination (hourly payroll), disbursing payroll checks for contract and hourly employees, remittances of retirement benefits and processing and reporting of tax withholding. The Payroll Office also maintains the University’s vacation and sick leave record system.

DIRECT DEPOSIT

You may arrange to have your salary paid into one or more financial institutions of your choice. Salaried employees are paid twice each month, on or before the 3rd and 18th. A pay check stub will be mailed to you on the same day your pay is deposited. Your pay stub indicates gross and net earnings, taxes and deductions . Pay stubs for Professional and Classified Staff include the accrual and balance of vacation and sick leave. If any changes occur in your name, address, marital status or dependents, you must come to the Payroll Department and the Human Resource Department to make those changes. Faculty salaried appointments are normally paid in twenty-four equal installments .

Garnishments are legal proceedings imposed by a court of law upon the University requiring payment to a third party of monies earned by personnel. The University will accept legal garnishments and tax levies against wages in compliance with Federal and Utah statutes. Individual's pay will be held upon receipt of a garnishment by the University until a court order is issued indicating satisfaction of the indebtedness or until ordered to surrender the monies to the court or its agent.

SOCIAL SECURITY

Federal law requires an employer to make payroll deductions for Social Security. The contributions of both the employee and the University are paid on gross annual earnings. The amount and percent upon which contributions are based are subject to change. You can check with the Payroll Department for the current percentage.

Picture identification cards are issued to all salaried employees and non-salaried adjunct & clinical faculty. Your identification card is required for the following:

∙ Library material checkout
∙ Discounts on tickets for athletic and cultural events
∙ Discounts on purchases at the bookstore ∙ Access to the physical education facilities
∙ Use of Union Building facilities (movies, bowling)
∙ Other activities sponsored by the University
To obtain your ID card: pick up an Employee Authorization slip from the Human Resource Department and go to the Shepherd Student Union Building Information Desk. The card will be made while you wait. Without the Employee Authorization slip they will not issue you a card. If you terminate your employment, you are required to return your ID card to the Human Resource Office.

ID cards are available for spouses and dependent children of salaried employees. The process is the same as for employees, however there is a small one time fee.

Dependent children must be 16 years or older to obtain a Dependent ID card. The employee must accompany the dependent child to the Union Building and present a birth certificate or driver's license to verify dependent’s age. Younger children of full-time contract employees may use some campus facilities in the company of an adult with a WSU Wildcard. The dependent card does not secure a discount at the WSU Bookstore or allow children to check-out library materials.

For a nominal fee, employees may purchase a parking permits for lots near their offices. Permits are sold at Campus Security, Annex 5, University Police, on a first-come-first-serve basis. Permits may be purchased for a semester, for a year, or as a non-expiring permit. "Reserved" parking stalls are also available at a higher rate. Payroll deduction is available for permit purchase.

To purchase parking permits, employees must bring to Campus Security an Emissions Compliance Certificate for vehicles not registered in Weber, Davis, Salt Lake or Utah counties and their Vehicle Registration.

Parking regulations are enforced year-round. Tickets issued by Campus Security may be appealed by contacting the University Appeals Office, in person Tuesday and Wednesday 11:30 - 1:30 pm. Written/on-line appeals are accepted in the Parking Services office any time during regular business hours.

Parking is available at the Dee Events Center for a fee of $15 per semester or $20 per year. Shuttle bus service is available from the DEC to several stops throughout campus. Service is available Monday thru Friday from 6:30 am to 11:00 pm and on Saturday from 11:00 am to 8:00 pm. If you need shuttle service after 5:30 pm, call 543-1439. Hours of operation may vary between semesters and during Summer Term.

To arrange parking accommodations for campus visitors, contact the Information Booth at the entrance of the campus, Ext. 6975.

A Motorist Assistance Program is also available. For help -- at no charge -- with jump-starting a car in a university parking lot.  In addition, you may pay a fee of $10 for help in unlocking you car in a university parking lot, call ext. 6460.

Salaried employees observe 12 paid holidays each year. Non-salaried employees are not eligible for paid holidays. In addition to the holidays listed below, the President of Weber State University declares two other days as holidays (usually at Thanksgiving and Christmas). Holidays for the current academic year are announced by a memo from the President's Office. Scheduled holidays falling during a vacation period are not charged against vacation leave.

In keeping with the mandates of the Drug-Free Schools and Communities Act of 1989 it is the university’s duty to inform students and employees of the standards and policies, legal and institutional sanctions, potential health risks, and resources available for counseling and rehabilitation. The brochure, "Drug & Alcohol Awareness and Public Safety Information" is located in your pre-employment packet and is required reading for all faculty, staff and students.

PUBLIC SAFETY

The WSU Police Department bears primary responsibility for law enforcement and safety on campus. The officers are trained and accredited by the state. The officers enforce all state and federal laws without favoritism or bias. No laws are excepted, including those related to sex offenses, alcohol and substance abuse including the consumption of alcohol by underage drinkers. Free crime awareness/prevention literature and free-for-loan videos on a variety of subjects, including sexual offenses, are available from the University Police.

While WSU attempts to provide a safe and secure environment, all campus citizens take personal responsibility for their own safety and the safety of others. Often, the best defense against crime, including sexual offenses, is one’s own personal alertness and awareness. Never place yourself at risk. Report all suspicious incidents to the police immediately. Notify your professor or supervisor when you are concerned about safety and security. If you sense danger or have any difficulty, emergency phones are located throughout campus on black posts with blue lights on top. Just press the button to contact police.

A Weber State University program designed to provide education and prevention information on the effects of alcohol and other substance abuse, and to provide individual assessments and referrals, when appropriate, to treatment programs and other related community services such as support groups. Weber State University prohibits use, possession, distribution, sale, manufacture, or possession for purposes of distribution or sale of any controlled substance or illegal drug.

Weber State University is committed to providing an environment free from harassment and other forms of discrimination based upon race, color, ethnic background, national origin, religion, creed, age, lack of American citizenship, disability, status of veteran of the Vietnam era, sexual orientation or preference, or gender, including sexual/gender harassment. Such an environment is a necessary part of a healthy learning and working atmosphere because such discrimination of any kind undermines the sense of human dignity and sense of belonging of all people in the environment.

Discrimination and harassment are prohibited by Titles IV, VI and VII of the 1964 Civil Rights Act and Title IX of the Education Amendment of 1972, as well as the Utah Anti-discrimination Act. In addition, various other constitutional provisions, statutes and common law causes of action prohibit such discriminatory conduct. It is the policy of the University to enforce these laws among its students and employees.

Weber State is committed to eliminating incidents of illegal discrimination in personnel policies and practices within the institution through affirmative efforts at education and support. When violations of this policy occur, various forms of disciplinary action, where appropriate, may be imposed within the parameters of protected speech.

The purpose of the policy is to set forth standards of conduct for university employees in areas where there may be actual or potential conflicts of interest between their responsibilities to the university and their private interests.

Weber State's policy in this regard is intended to be consistent with the Utah Public Officers' and Employees' Ethics Act. The policy sets limits on outside participation of employees and use of University resources or facilities. As a member of the community, WSU encourages non-university service as long as responsibilities to the University are fully met. Conflicts between the sometimes competing values of anti-discrimination and freedom of speech require a delicate balance of interests. Constitutionally protected speech and traditional notions of academic freedom are valued in higher education. These ideals help to create the stimulating and challenging learning environment which should characterize higher education.

Amorous relationships between University employees and either other employees or students over whom the employee exercises supervisory or evaluative authority are generally unwise because of the power imbalance in the relationship. Such relationships may damage the perception of WSU's integrity as an academic institution in the eyes of the community at large, and imperil its commitment to a professional atmosphere in which individuals are judged solely by their ability and performance in the eyes of its own employees and students. Consensual relations may also harm the persons involved, especially the individual who holds less administrative authority (or power). Hence, consensual relationships entail the possibility of abuse and create concerns about conflicts of interest and the validity of consent.

If the university requires an employee to carry a cellular phone in order to perform his/her duties, the employee, with approval of the organization leader, will obtain a personal cellular access plan and cellular phone and will be compensated by the university within approved limits.  This compensation must be justified by business requirements which necessitate the use of a cellular telephone to perform official university business where such business cannot be accommodated by the use of a land-line phone, pager, or other communication device.  Approved procedures must be followed when providing compensation for this purpose.

This Acceptable Use Policy applies to all individual users of Weber State University's computing and data network facilities.  By using these systems, the user agrees to comply with and be subject to this policy.  Users accessing Weber State University computing and data network facilities are responsible for maintaining a current understanding of the terms of this policy, which the university reserves the right to change without prior notice.  The current version of this policy is available in the university's Policy and Procedures Manual.  This policy also covers the use of all devices connected to the university computing and data network facilities whether owned by the university or private individuals.
